Police have arrested a woman in connection to the hit-and-run that killed a University of New Haven graduate student in New Haven last year.
According to police, 23-year-old Priyanshu Agwal, of West Haven, was riding an electric scooter in the area of Whalley Avenue and Amity Road on Oct. 18, 2023 around 11 p.m. when he was hit by a driver who left the scene.
The University of New Haven said Agwal was taking his final classes in business analytics to complete his degree.
New Haven Mayor Justin Elicker said Agwal was an international student who was a couple months away from graduating. He was applying fort jobs and he had big dreams of a life in the United States.

Through their grief, Agwal's family made the decision to donate his heart. Now, it is now beating in someone else's body, Elicker said.
Agwal’s brother was emotional as he spoke during a news conference, thanked police and spoke about what the family has gone through in the months since losing their loved one.
“I miss my brother every day,” Aman Agwal said.

“We used to fight a lot, we used to laugh, cry and I’m mad at him because I needed support in the U.S. I was alone here. It’s been almost 13 months and I miss him every day,” he added.
Authorities said an arrest warrant was secured for Jill Augelli.
She was arrested on Nov. 18, 2024. She is facing charges including evading responsibility resulting in death and her bond was set at $250,000.
Police said they located a Nissan Rogue in Naugatuck and it had DNA consistent with Priyanshu Agwal. They also said cell phone tracking data showed a phone registered to Augelli in the vicinity of the crash when it happened.
During a news conference on Monday morning, Elicker said the city is doing what it can to reduce incidents of driving dangerously in New Haven, including installing red light cameras.
